Die Allokation der stets zu knappen Ressourcen im Gesundheitswesen aus volkswirtschaftlicher Sicht
This paper explains the allocation of ever scarce resources employing a five-tier investigative process. Both the top-down and the bottom-up approach show that and how different uses compete with one another. Welfare theory provides some suggestions as to a desirable allocation but no empirical base for an optimal size of the health care sector. Incentivesbased systems for financial provision and remuneration and the results of cost-of-illnessstudies assist with a better allocation. Of central importance are four selected areas of competition in the health system. The increasing importance of human capital must be seen as standing in the foreground of future development for growth and productivity. Additionally, in light of the current financial crisis and economic downturn the health industry must be seen as particularly resistant among the many branches of the economy.
